Amendment of MFR Policy

That the Union’s MFR Policy (first adopted by the June 2013 SGM and then amended by the October 2015 SGM), which currently reads:
That this meeting recognises:
a) the intention of the NSW Government and FRNSW management to pursue a Medical First Responder (MFR) role for permanent firefighters, without any extra pay;
b) that MFR work may be introduced even if a serious and sustained industrial campaign is undertaken to resist it;
c) that remaining uncommitted as to whether or not we should perform this work is no longer an option;
and therefore confirms the Union’s in-principle support for the performance of this work by permanent firefighters subject to two conditions, being:
1) the NSW Government’s agreement to a 12.5% wage increase for all members who agree to perform MFR duties; and
2) the endorsement of any proposed MFR model for FRNSW by a subsequent General Meeting of members;
and further resolves to actively and stridently resist any attempt by FRNSW management to implement MFR unless and until conditions 1 and 2 above have been met including, if and when considered appropriate by the State Committee of Management, by:
i) banning all ‘assist ambulance’ calls; and/or
ii) banning members’ participation in training delivered by Ambulance Service employees.
be amended to instead read:
That this meeting recognises the intention of the NSW Government and FRNSW management to pursue a Medical First Responder (MFR) and/or Early Access Defibrillation (EAD) role for permanent firefighters without any extra pay and reaffirms the Union’s in-principle support since 2012 for the performance of this work by permanent firefighters subject to two conditions being met, namely:
1) the NSW Government’s agreement to a 12.5% wage increase (7% for work value and 5.5% for work intensity), for all members who agree to perform MFR/EAD duties; and
2) the endorsement of a detailed MFR/EAD proposal by a subsequent General Meeting of members;
and given:
i) FRNSW’s provocative “medical response” signage marketing through its recent Plus Plan; and
ii) the increasing response of permanent members to “assist ambulance” calls which are in reality medical emergencies;
this General Meeting of members resolves that effective immediately, no permanent station or appliance is to respond to any “assist ambulance” call or to any call of a similar medical response nature, and in resolving this way the State Committee of Management is authorised to clarify and refine this instruction to the extent necessary to maintain our continued opposition to medical response by stealth.
