Leading ranks and the Relieving Allowance
SITREP 26/2016 explained LSO members’ entitlements to the relieving allowance when performing higher duties, but was silent on LFs with the intention of keeping the advice short and avoiding confusion. Unfortunately the opposite occurred so for the sake of consistency and completeness here below are the rules for the payment of the Relieving Allowance for both Leading ranks.
1a. An LF who is a Relieving Firefighter (RF) must always be paid the Relieving Allowance for each shift they work, regardless of where or at what rank they work.
2a. An LF who is not an RF who acts up to Station Officer must always be paid the Relieving Allowance for each shift they act up unless they act at their own station (see subclause 12.18).
3a. Reliever or not, an LF who successfully applies for and takes up a Country Station Officer position (see subclause 7.5.2) is not entitled to the Relieving Allowance unless their new position is a Relieving Officer position.
1b. An LSO who is a Relieving Officer (RO) must always be paid the Relieving Allowance for each shift they work, regardless of where or at what rank they work.
2b. An LSO who is not an RO who acts up to Inspector must always be paid the Relieving Allowance for each shift they act up unless they act up at their own station (subclause 12.18).
3b. There is no limit on the number of outduties an LSO may be directed to perform if acting up to Inspector, but if the outduty is for any other purpose then the annual 12 limit still applies.
4b. Reliever or not, an LSO who successfully applies for and takes up either a Country Inspector position or an Operational Support Inspector position (see subclauses 7.5.3 and 7.5.4) is not entitled to the Relieving Allowance unless their new position is a Relieving Officer position.
Members who have not been paid the Relieving Allowance in accordance with the above advice are entitled to backpay and should contact the Union for further advice and assistance.
