When availability falls below the minimum level required to ‘Safely and Effectively” staff a fire appliance, that station is to be manned by the standby of retained or permanent firefighters as per award provisions and In-orders 1995/20.

On the 11th February 2005 the FBEU State Committee of Management considered the Draft Discussion Paper: FBEU State Development, Staffing and Response Policy 2005 formulated with the assistance of the Country Sub-Branch and Retained Sub-Branch Committees.
